If English shepherds were a show breed, deeply inbred to a uniform appearance, with fancy points that serve like species field marks, then someone could probably answer that question one way or the other.
But since they are not, and we are thankful for that, you will have to be satisfied with an authoritative, definitive, and final “could be.”
If you go onto the ES list with the same pictures, you will get lots of enthusiastic responses of “sure is!” This is because the people are nice and want to make you feel wanted.
