What kind of ring? Where?
If this were a regular conformation ring in the U.S., that dog should have a show lead on it, with a handler on the other end. I don’t see a show lead, or a person.

Must have been windy. I was in a dog show in horizontal rain. Pictures of it looked pretty funny.
That photo was taken at the International Dog Show in Wroclaw, Poland, in 2006.
