It is foaming at the mouth, but dogs can foam at the mouth for a lot of other reasons besides rabies.
This dog is super aggressive, but so are many tethered dogs.
What do you think?

Isn’t excess salivation sort of the end-stage in the progression of the disease? I thought it was a sign they couldn’t breathe very well.
I don’t know if the dog is rabid, but my initial impression is that the dog a hyper-aroused, anxious animal who can’t get away due to the tether.
That’s what I thought, but if you read the comments (and those youtubers are great veterinarians), everyone thinks the dogs have rabies. Rabies in dogs is very rare in the US, so my guess is most of these people are mistaken.
Foaming and drooling are due to paralysis of the jaw. End stage rabies. Eventually the whole body become paralyzed. Dumb rabies is more common in dogs that furious rabies.
The video was taken in China, where rabies does occur fairly frequently. I suspect those who commented at youtube took the original poster’s statement that the video was of a rabid dog at face value.
The dog really isn’t showing the kind of serious aggression I would expect from a shy/sharp dog. In a dog trained for military work and being “agitated”, you would also see much more forceful behavior. This dog isn’t charging against it’s tether or really pulling at it. I don’t think the loud warning barking is compatible with foaming-at-the-mouth stage rabies. This dog is territorial and defensive, and looks like he’s been hyper-aroused for a while.
