The dogs look sabled because that is a pencil drawing which has had the color added to it. The pencil shading creates the lights and darks.
The print-technic (and the style) of this sweet image suggest it is made around 1900-1910
What you show is a detail from a larger oil painting done in 1888 by Charles Burton Barber, titled The New Keeper.
